SUMMARY OF THE RESULT OF GENERAL ELECTIONS. HELD ON SATURDAY 23RD FEBRUARY 2019.

 

In line with the electoral act 2010 (as amended) INEC organized general election / on 23 February and 9thMarch 2019.

The election took place all over the Federation.

President Election, Senatorial, House of Representative.

The purpose of election is regular intervals to select officers to serve after the expiration of full terms of their predecessors.   

Independent National Election Commission (INEC) having been empowered by the National Assembly to conduct a free and fair Elections for Nigerian’s, further charged various departments within its organ to strengthen the scope and conduct the much-desired elections that should meet the craving and yearning of the people of Nigerian, upon our arrival in all the state on 10th, 12th, and 13thFebruary 2019. Nigeria Progressive Women and Youth Development Initiative deployed many members to go round the states and observe the process. The Electoral Management body, INEC later postponed the election for one-week interval from 16th February to 23rd of February & 9thof March 2019.

Nigeria Progressive Women and Youths Development Initiative maintained a democratic watch over the exercise in the States.

The election was keenly contested by Ninety-one political parties namely: A, AA, AAC, AAP, ABP, ACD, ACPN, AD, ADC, ADP, AGA, AGAP, ANDP, ANN, ANP, ANRP, APA, APC, APDA, APGA, APM, CNP, COP, DA, DPC, DPP, FRESH, EJP, GDPN, GPN, HDP, ID, JMPP, KP, LM, LP, LPN, MAJA, MDP, MMM, MPN, MRDD, NAC, NCMP, NCP, NDCP, NDLP, NEPP, NFD, NGP, NIP, NNPP, NPC, NPM, NRM, NUP, PCP, PDC, PDM, PDP, PPA, PPC, PPN, PPP, PRP, PT, RAP, RBNP, RP, SDP, SNC, SNP, SPN, UDP, UP, UPC, UPN, UPP, WTPN, YDP, YES, YP, YPP, ZLP.

IN TARABA STATE

Our team observer group divided ourselves into 3 groups within the constituency and our observation is as follows:

1.     The 2019 Presidential and National Assembly Election actually took place on February 23/03/2019.

2.     The election was well relatively calm, peaceful and very transparent without any interference from any quarter in Taraba state.

3.     The election was well contested and all the participants of the political parties received the votes.

4.     We observed that the election management body was very careful to make available all the materials both sensitive and non-sensitive to the various polling units. The distribution of the electoral materials was adequately distributed to the various polling unit and on time.

5.     There was high and impressive turnout of voters for the elections in rural areas but relatively low in the urban areas due to many of them who have registered for the continuous voters’ registration have not collected their permanent voters card due to voter sensitization and mobilization in the state.

6.     We observe human and vehicular movement despite restrictions of movement.

7.     That the security arrangement was strong, therefore the police, immigration, army, road safety, civil defense corps personnel are all commanded in this regard.

8.     In Sarduna North-east zone has II ward, 171 polling unit. – Sarduna ward II = Sarduna L.G.A North-east has about II ward and 171 polling with the electoral wards of sarduna with registered voters of namely – BambamVakude, Bengi 3 Corner, NasarawaYellowa, Kangane, Mabiso, Modern primary school hospital gate Kakara, BardunaOli – Takede 002 ward the material is delay so the election started 11:30am. The turnout is highly impressive and also it was free and fair in all the units and ward.

9.     Gashaka L.G.A – The election took place in 10 electoral ward and 73 poling units and 13 baby units of Gashaka with registered voters of 19648 our team observed that a total of 19648 voters were registered in that L.G.A only 20998 voter came out to vote.

Total valid votes were 1350 at the close unit of the poll APC scores 9971 APN scores 2170 APP scores 4 DI scores 16 NRF scores PDP scores 7074 SPD scores 269 -1 DP scores 451.

 

VOTER ACCREDITATION, VOTING PROCESS AND

COUNTING

Reports from across the wards and polling units indicate smooth process in all the area we visited. There is no complain of shortage of ballot paper, it was peaceful free, fair, transparent and credible election across all the wards and polling units. The electorates conducted themselves in a peaceful manner across all the wards.

 

RESPONSIBLE JOURNALISM AND MEDIA CONDUCT

 

We appreciate the conscious effort of the Nigeria media both print and electronic to operate in conformity with extant rules and regulations.

 

SUMMARY OF THE RESULT OF GOVERNORSHIP ELECTION AND STATE ASSEMBLY HELD ON SATURDAY OF 9THAPRIL 2019

In line with the electoral act 2010 (as amended) INEC organized governorship and state assembly election in Taraba state, the election took place in 16 L.G.A of the state with the total registered voters namely:

Ardo-kola, Ball, Donga, GashakaGassol, Ibi, Jalingo, Karimi-Lamido, Karimi, Lau, SardaunaTaukum, UssaWukari, Yorro, Zing.

 

The election was keenly contested by APC, PDP, APGA, UDP, ABP, NRN, CAN, PPA. Items carefully observed the election, we therefore present our report of the following election as follows:

Our team of 23 observers group divided ourselves into groups with the constituency and our observation is as follows.

1.     The Taraba Governorship election and state Assembly election actually took place on 9th April, 2019.

2.     The election was well relatively calm, peaceful and very transparent without any interference from any quarter in Taraba state.

3.     The election was well contested and all the participants of the political parties received the votes.

4.     We observed that the election management body was very careful to make available all the materials both sensitive and non-sensitive to the various polling units. The distribution of the electoral materials was adequately distributed to the various polling unit and on time.

5.     There was high and impressive turnout of voters for the elections in rural areas but relatively low in the urban areas due to many of them who have registered for the continuous voters’ registration have not collected their permanent voters card due to voter sensitization and mobilization in the state.

6.     We observe human and vehicular movement despite restrictions of movement.

7.     That the security arrangement was strong, therefore the police, immigration, army, road safety, civil defense corps personnel are all commanded in this regard.

8.     Ardo-Kola L.G.A.= They have 10 ward with 69 units total registered voters 90954 in Sunkami ward, code 08 unit 001 Tay ward 09 the election took place in electoral ward Aido – Kola Ward and follow unit. Our team observers that a 90954 voters were registered in that Ardo –Kole L.G.A only 44,126 voter came out to vote. Total valid votes 42680 rejected votes 844 total votes cast, 43,524 votes. At the closing of the poll PDP scored 22208 votes, while APC – 19617votes, there was castigation PU 003 Rigs 724, Suba 392 total east – 419.

9.     BALL L.G.A: the election took place in 11 electoral ward of bale with registered voters of 126,498 our team observes suntan G/Garba – Code 002. State House of Assembly poling unit.Our team observe that total 1362 voters were registered in that unit only 1255 voters came out to vote, total valid votes was 1231, and rejected vote is 24, Total vote cast 1255. At the closing of poll, PDP score – 1202 votes, while APC score 12 votes, DGA score 16 votes, UDP score 1 vote. 

 

GOVERNORSHIP

Our team observe that total 648 voters where registered in that unit, only 643 came out to vote, rejected vote is 5, total cast 648. At the closing of the poll, PDP score 623 votes, while APC score 4 votes, APGA score 13 votes and ACD score 1 vote, NRN score 1 vote, PPA score 1 vote.

HOUSE OF ASSEMBLY

Sanki Dango in code 019, our team observe that the total registered 648 in that unit, only 626 voters came out to vote. Total valid vote 626, rejected vote 20, Total vote cast is 22 votes. At the closing of the poll, PDP score 593 votes, while APC score 5 votes, APGA score 26 votes, APDA score 1 vote, PDM score 1 vote. We also visited Ibrahim 006 ward.

 

STATE ASSEMBLY

Kwasaberaki code 011. Our team observed that 265 voters were registered in that unit, only 262 voters came out to vote. Total valid votes was 262 votes, rejected votes 3. Total votes cast was 265 votes at the closing of the poll PDP score 254 votes, while APC score 3 votes, APGA score 1 vote, APA score 1 vote, APDA score 1 vote, APN score 2 votes.

 

GOVERNORSHIP

Tungazabi ward, our team observed that total number of 479 voters were registered in that unit, only 262 voters came out to vote. Total valid votes was 261 votes, rejected votes 1, total votes cast was 262.

 

HOUSE OF ASSEMBLY

TungaZabi ward, House of Assembly. Our team observed that total number of 479 voters were registered in that unit, only 260 voters came out to vote. Total vote cast 260. PDP score 214 votes, while APC score 14 votes, APGA score 15 votes, UDP score 16 votes, PDA score 1 vote.

Total registered voter 126,498 voters were registered in the 11 electoral ward of Bali only 68,365 came out to vote. Total valid vote 67,005, rejected vote 1,104, Total vote cast 68,109. At the closing of the poll, PDP score 34,744 votes, while APC score 31,357 votes, UDP score 476.

 

DONGA L.G.A: The election took place in 10 electoral wards of Donga with registered voters of 103,500 votes, only 60,435 voters came out to vote. Total valid votes were 58,921, rejected votes 1135. Total votes cast 60056. At the closing of the poll, PDP score 42,696 votes, while APC scores 13,707 votes, UDP score 1834.

 

Gashaka L.G.A. the Election took place in 10 electoral ward of Gashaka with registered voters of 65,212 votes, only 27,738 came out to vote. Total valid votes were 24,044, rejected votes 622. Total votes cast 24,666 votes. At the closing of poll, PDP score 12,592 votes while APC score 10,746 votes, UDP score 505 votes.

 

Gassol L.G.A. the election took place in 10 electoral ward of Gassol with registered voters of 126,193 votes. Only 78,592 voter came out to vote. Total valid votes was 76,867, rejected votes 1,383. Total votes cast 78,250 votes. At the closing of the poll PDP score 28,181 votes while APC score 46,385.

 

IBI L.G.A the election took place in 10 electoral wards of Ibi L.G.A. with registered voters of 69,573 votes, only 34311 voters came out to vote. Total valid votes was 33,426, rejected votes 679, Total votes cast 34,105 votes. At the closing of the poll, PDP score 13,630 votes, while APC score 18,616 votes UDP 253 votes.

 

JALINGO, L.G.A. The election took place in 10 electoral of Jalingo with registered voters of 19,1371 voters. Our team observe that a total 19,1371 were registered only 96792 voters came out to vote, total valid voters was 94,008, rejected votes 1156 votes total vote cast 95164 votes. At the closing of the poll, PDP scores 31,917 while APC score 58,511 votes, UDP score 1,698 .

We also observe that in this local government Ali Dakun 002 ballot box was snatch away.

KARIM LAMIDO LGA: the election took place in 10 electoral ward of KARIM LAMIDO with the registered voters of 13,98602 votes only 83,389 voters came out to vote total valid vote was 81,457 rejected vote 1,350 total votes cast 82,807 votes. At the closing of the PDP score 34892 while APC score 44480 votes.

RURMI LGA: the election took place in 10 electoral ward of Kurmi with registered voters of 64,195 votes only 33,723 voters came out to vote total valid was 33049 rejected vote 605 total voters cast 33,654 votes. At the closing of the poll PDP score 28,519 while APC  score 3,815 votes.

ZING LGA: the election took place in 10 electoral ward of zing with 100 polling unit our team observed in GIDA polling unit 007 the turn out was highly impressive and the political position themselves peacefully all the part agent are present and the security personal was on ground and we also monitor Tagalan Polly unit and it was free and fair  we also cover Angwa Fada ward 005 polling unit 09 then the registered voters of 73,945 votes only 40774 voters came out to vote total valid vote was    rejected vote total vote cast 39,779 vote at the closing of the poll PDP score 31,619 vote while APC score 7,105.

LAU LGA: code 09 the election took place in 10 electoral wad of LAU with registered voter of 68,904 voters only 35,657 voters came out to vote total valid votes was 37,778 rejected votes 554 total vote cast 35,332 votes at the closing of the poll PDP score 20,881 while APC 12,542.

Sardauna LGA the election took place in 11 electoral ward of sardauna with registered  voters of 17,6564 voters only 71348 voter came out to vote ttotal valid votes was 69,357 votes, rejected votes 14,38 total votes cast 70795 votes at the claosing of the poll, PDP score 38618 votes while APC score 29,924 votes

Our team covered  those area

1. BamBam Vakude Primary School Polling unit and also cover Banj“3 corner GDSS polling unit Mbanga ward 11, we also cover polling unit of market Kogana maso model primary school, hospital gate kakara ngorogi polly unit.

Takum LGA 034 the election took place in 10 electoral ward of takum with registered voters of 122349 voters of 12,2349 voter only 67,763 came out to vote. Total valid vote was 66,531 rejected vote 835 ttoal votes cast 67,366 votes. At the closing of the poll, PDP score 50,562 vote while APC score 14,014 votes UDP score 16,76

USSA LGA: the election took place in 10 electoral ward of USSA with registered voters of 7557 voters, only 33,982 voter came out to votes total valid votes was 33,327 votes rejected votes 66,67 total votes cast 33,694 vote at the closing of the poll PDP score 20,569 while APC scores 10,209.

WUKARI LGA: the election took place in 10 electoral ward of Wukari ward with registered voters of 187,143 voters only 132,281 that came out to vote. Total valid votes was 130,649 votes. Rejected votes 1482 total votes 1,780 votes. At the closing of the poll, PDP score 92,527 votes while APC scores 34,995. The area covered by our team are

Warawa ward 017, Key polling unit,  JIBO 017, Marayawa pu 003

YORO L.G.A: our team observes that a election took place in 10 electoral ward of yoro with registered voters were registered of 59,328 voters out of that  59,328 voters were registered, only 2517 voter came out to vote. Total valid votes was 24,138 votes rejected votes 805. Total votes was 24943 votes. At the closure of the poll PDP scored 16,278 votes while APC scored 6712 votes, UDP scored 725.

Total number of register voters as counted = 17,7105

Total Accredited votes =931539, Total valid votes= 909716

Total rejected votes= 15604, Total votes cast = 925320

RECOMMENDATION

 

Following the above observation and to improve on our electoral processes, we wish to recommend the following: -

 

1.     The policy of no movement during election should be maintained in the future elections as our team observed majority of citizens going their normal business of police and other law enforcement Agencies.

2.     The government and the election management body should engage committed Civil Society Groups on an intensive civil voter education, sensitization and mobilization ahead of futures.

3.     Priority should be given to the difficult terrains in the state in terms of distribution of election material to ensure quick and timely commencement of lection in such areas.

4.     Political parties should ensure a wide spread presence of their party agents in all the polling units for effective representation during the election.

5.     It is noteworthy to mention the excellent performance of INEC in the conduct of the bye-election.

 

COMMENDATION

1.     Our team commends the election management body for their wonderful preparation in providing all the logistics and materials on tome that actually encourage the success of the election.

2.     We commend the security Agencies for providing a secured and peaceful environment during election.

CONCLUSION

Finally, having taken the entire processes into consideration our group adjudged the election transparent, peaceful and credible.

It met the international acceptable standard of election hence the result should be accepted by all the candidates as it reflects the wishes of the people.

 

KOGI STATE

Summary of the Results of General Election Held on Saturday 23 Feb 2019.

In the line with the electoral act 2010 (as amended) INEC organized general election. President election and National Assembly election actually took place on February 23/03/2019. Kogi state has 21 L.G.A  Area of 239 Registration Areas ward and 2,548 polling units. And total registered voters 1,646,350

The election was  keenly contesting by political parties namely PDP, APC, ADC and having carefully observed the election, we therefore present our report of the following election as follows: our team of 23 observers groupe divided ourselves into 3 groups within the constituency and our observation is as follows:

1. The election was well relatively calm peacefully the election was well contested and all the participated political parties received the votes.

2. We observed that the election management body was very careful to make available the material sensitive and non- sensitive to the various polling units. The distribution of the election materials were adequately distributed to the various polling and on time.

3. There was highly impressive of turnout of voters in the election in rural areas and urban areas. But in some area due to many of them who has not collected their permanent voter card to voter sensitization and mobilization in the states.

4. That the security arrangement was strong, therefore the police, immigration, Army Road Safety, Civil Defence Corps personnel are all committed in this regime.

IN KOGI WESTERN SENATORIAL DISTRICT OF SEVEN  LGA

Namely: Ijumu, Kabba/Bunu, Lokoja, Mopa Muro, Yagbe East, Yagbe West, Kogi Kontokarufi.

In IJUMU L.G.A code 09 our team observers that a voter of 59,578 voters were registered in that L.G.A Odokoro ward 05 open code 002 open space by market side Odokoro – voting started 8:31 am. There was high and impressive turnout of voters for the election and the part agent are present, the security arrangement was strong.

Challenge: the card reader is not function.

In Aiyetoro Gbedde code 003 the election start 8:35 am the turnout was very impressive we also observes in Aiyetoro Aduratedo polling unit 07 ward 02 it was very peaceful , all the political parties agent are all present. AiyEtoro bedde ward 001 polling unit 0021 the card reader was function well.  

Our team cover Otun quarters  ward 10 egbeda Egga (Ijumu 09 open space unit 093) and ward 12 Ife Ikoyi Oke IJumu ward 001 unit open tedo 37A.

22 Kogi 09 Ijumu ward 08 Ileteju/Origa polling open space central 409, open space town hall new Ilupa iyara 09, Ijumu Iyara Ife Ikoyi Iyamoye/ igbo ofin Ekirade ward 4 ( inward 10 polling unit 09 Egbeda Ega/ okedayo 002 open space gbedde,

Ayegunle Gbedde in Okeleti ward ballot box was snatch away.

 

RECOMMENDATION

 

Following the above observation and to improve on our electoral processes, we wish to recommend the following: -

IN  PLATEAU STATE

Summary of the Result of presidential election in Pleatu State held on Saturday 23/03/2019 in line with the electoral acts 2010 (as amended) INEC organized general election the election took place in 16 L.G.A  of pleatu  states. The election was keenly contested by political parties eg PDP, ADC, APC and WPN. We therefore present our report of the following election as follows.

Our team of 24 observers group divided ourselves into 3 groups within the constituency and our observation is as follows :

1.     The election was well relatively calm, peaceful and very transparent without any interference from any quarter in Plateau state.

2.     The election was well contested and all the participants of the political parties received the votes.

3.     We observed that the election management body was very careful to make available all the materials both sensitive and non-sensitive to the various polling units. The distribution of the electoral materials was adequately distributed to the various polling unit and on time.

4.     There was high and impressive turnout of voters for the elections in rural areas but relatively low in the urban areas due to many of them who have registered for the continuous voters’ registration have not collected their permanent voters card due to voter sensitization and mobilization in the state.

5.     We observe human and vehicular movement despite restrictions of movement.

6.     That the security arrangement was strong, therefore the police, immigration, army, road safety, civil defense corps personnel are all commanded in this regard.

7.     Langtena South L.G.A primary School Panta ward : our team observers the election start 8:30am there was no outright encroachment on the right of voters to cast their votes it was peaceful election in this polling unit.

8.     Palach ward- Center primary School, our team observes that the election started 8:40am. There was high and impressive turnout of voters in this polling unit and security arrangement was strong 4 Army, 4 Road Saftey, 5 police unit and all the political part agent were present.

9.     Qua an pan L.G.A :primary School Chief place ward 001 unit 1 and uit 2 our team observes that  election start 8:30am. The card reader was slow but the election environment peaceful. The pole of security Agencies was adequate. Party agent all present the turnout is very high.

10.            Jos South L.G.A : Tantun ward  LEA Rekan Primary School, the election start 8:30am. security personnel are on ground and party agent are all present.

Smart card reader are function and effective and heavy presence of media both print and electronic.

Sabofida ward : our team observes L.G.A Geographical in jos primary School. The election start 8:45am the early arrival of INEC official sensitive and non sensitive materials and early set up of polling units and voting points. Early arrival of security personnel.

APPEAL

1.     We appeal to eligible voters to actively participates in future election and all other form of electoral process.

2.     We appeal to INEC to immediately commence all process of voters education.

COMMENDATION

1.     We commend INEC official and ad-hoc staff for patriotically carrying out their responsibilities.

2.     We commend security agencies for providing adequate security for live and properties during elections.

RECOMMENDATION

1.     We recommend that voters should be more actively involved in subsequent elections.

2.     We recommend that INEC improves on the general conduct of the election specifically; smart card readers should be further enhanced.

CONCULSION

1.     We commend INEC, CSOs, security agencies, the media, observers groups, religious groups, traditional institutions, political parties and other stakeholders for their conducts during the elections.

2.     We also commend the electorates for their involvement in the process and peaceful conducts before, during and after the elections.       

THE SUMMARY OF THE SUPPLEMETARY GUBERNATORIAL ELECTION IN PLATEAU STATE HELD 23RD MARCH 2019.

We observed the elections across the nine (9) local government areas were the  supplementary elections were held and our members were stationed in all the 40 polling units were the elections were held and in the 12 Registration Area  centers (RACs) and Local Government Areas Results  Collation Centers as Well as state Collation Centre. The election supplementary namely; Northern Senatorial Zone, Central Senatorial Zone, Southern Senatorial Zone.

Based on the report from the field and general observations on the conduct of the supplementary elections, we observed the following:

1.     Early arrival of INEC officials, sensitive and non sensitive materials and early setup of polling units and voting points.

2.     Early arrival of security personnel.

3.     That the conduct of the supplementary elections was generally peaceful and orderly

4.      We observed presence of political party agents at all polling units.

5.     Early commencement of accreditation and voting by eligible voters.

6.     Heavy presence of security personnel.

7.     Less presence of armed soldiers compared to the elections inconclusive elections conducted on the 9th March, 2019.

8.     We observe heavy presence of media both print and electronic.

9.     Barkin Ladi L.G.A in Barkin Ladi election started 8:ooam in polling unit 007, Rafan ward 009 total records in that polling unit 570 the turnout is very high imprecise and party agent of the political parties wereall present and the security personnel are on ground and the election was peaceful and it was free and fair.

10.      Manugu L.G.A Angwan Hausawa Ward unit 007 voting started 8:00am and the turnout was massive both women and men came out to cast their votes. The atmosphere was very peaceful and the security agents were on ground to ensure a Hitch free fair exercise.

COMMENDATION

1.     We commend INEC in for the general improvement in the conduct of the supplementary. 

2.     We commend accredited domestic observers and foreign observers for their effort in deepening and strengthening our democratic practice.

RECOMMENDATION

1.     Enhance capacity training for security agencies that will be involved in future conduct of election.

2.     We recommend that INEC should make information/ data available on cancelled polling units where supplementary elections will be conducted.

3.     We recommend that voters should be more actively involved in subsequent elections.

CONCLUSION

Finally, having taken the entire process into consideration our group adjudged the election transparent, peaceful and credible.

 

LAGOS STATE

PRESIDENTIAL AND GOVERNORSHIP ELECTION.

In line with the electoral act 2010 (as amended) INEC organized general election / on 23 February and 9thMarch 2019.

The election took place all over the Federation.

President Election, Senatorial, House of Representative.

The purpose of election is regular intervals to select officers to serve after the expiration of full terms of their predecessors.   

Independent National Election Commission (INEC) having been empowered by the National Assembly to conduct a free and fair Elections for Nigerian’s, further charged various departments within its organ to strengthen the scope and conduct the much-desired elections that should meet the craving and yearning of the people of Nigerian, upon our arrival in all the state on 10th, 12th, and 13thFebruary 2019. Nigeria Progressive Women and Youth Development Initiative deployed many members to go round the states and observe the process. The Electoral Management body, INEC later postponed the election for one-week interval from 16th February to 23rd of February & 9thof March 2019.

Our team observer group divided ourselves into 3 groups within the constituency and our observation is as follows:

1.     The 2019 Presidential and National Assembly Election actually took place on February 23/03/2019.

2.     The election was well relatively calm, peaceful and very without any interference from any quarter in Lagos state.

3.     The election was well contested and all the participants of the political parties received the votes.

4.     We observed that the election management body was very careful to make available all the materials both sensitive and non-sensitive to the various polling units. The distribution of the electoral materials was adequately distributed to the various polling unit and on time.

5.     There was high and impressive turnout of voters for the elections in rural areas but relatively low in the urban areas due to many of them who have registered for the continuous voters’ registration have not collected their permanent voters card due to voter sensitization and mobilization in the state.

6.     We observe human and vehicular movement despite restrictions of movement.

7.     That the security arrangement was strong, therefore the police, immigration, army, road safety, civil defense corps personnel are all commanded in this regard.

8.     Ifako ijaye L.G.A in Obawole ward 06polling unit 009 the election start 8:00am the turnout is very impressive and the security agent are present and the party agent are all present.

9.     Ifako ijaye Panada/ Abulegha ward 007 polling unit 001 pipeline unit. The election was peaceful, transparent and free and fair.

10.                        Ifako Ijaye Junction of Ajuwon ward07 polling unit 009 the election start 8:30am and the card reader was function.

11.                        Ifako ijaye ward 08 polling unit 001 junction all the security personnel are present

 

VOTER ACCREDITATION, VOTING PROCESS AND

COUNTING

Reports from across the wards and polling units indicate smooth process in all the area we visited. There is no complain of shortage of ballot paper, it was peaceful free, fair, transparent and credible election across all the wards and polling units. The electorates conducted themselves in a peaceful manner across all the wards.

 

RESPONSIBLE JOURNALISM AND MEDIA CONDUCT

 

We appreciate the conscious effort of the Nigeria media both print and electronic to operate in conformity with extant rules and regulations.

RECOMMENDATION

1.     Political parties should ensure a wide spread presence of their parties in all the polling units for effective representation during the election.

COMMENDATION

1.     Our team commend the election management body for their wonderful preparation in providing all the logistic and material on tome that actually encourage the success of the election.

2.     We commend the media for the active role played during the elections.

3.     We commend the security agencies for providing adequate security for lives and properties during the elections.

4.     We recommend capacity training for political party agents for future elections.

 

CONCLUSION

1.        We commend INEC, CSOs, security agencies, the media, observers groups, religious groups, traditional institutions, political parties and other stakeholders for their conducts during the elections.

2.     We also commend the electorates for their involvement in the process and peaceful conducts before, during and after the elections.

OYO STATE

PRESINDITIAL AND GOVERNORSHIP ELECTION.

1.     In Ibarapa East L.G.A has 10 Electoral warderuwa lalate ward, the Election start 8:00am and the turnout is very very high impressive and the party agent are all present.

2.     In Ibarapa Okee Otun/ Anwo village 001 our team also cover Aboorerin ward 12 polling unit 04 and Sungo ward 06 polling unit 12 we also cover Oke malle ward 12 polling unit 07, we also cover Itabo ward 10 and the election was free and fair and transparent and credible.

7.     That the security arrangement was strong, therefore the police, immigration, Army Road Safety, Civil Defence Corps personnel are all committed in this regime.

8.     Estako west L.G.A Iyamu ward 10 polling unit 001 the election start 8:30am and the turnout was massive,the election was peaceful free and fair and the security personnel was on ground and all the party agent was present.

9.     In Iyamu our team observed in ward 12 polling unit 09. The election start 8:30 am the election was peaceful free and fair and the security personnel was on ground and all the party agent was present.

10.         Estako  west ward 03 the election was free and fair and the turnout is massive 

RECOMMENDATION

1.     Priority should be given to the difficult terrains in the state in terms of distribution of election material to ensure quick and timely commencement of lection in such areas.

2.     Political parties should ensure a wide spread presence of their party agents in all the polling units for effective representation during the election.

3.     We recommend that voters should be more actively involved in subsequent elections.

4.     We recommend that INEC improves on the general conduct of the election specifically; smart card readers should be further enhanced.

COMMENDATION

1.     1 We commend the media for the active role played during the elections.

2.     We commend the security agencies for providing adequate security for lives and properties during the elections.

3.     We commend the role played by traditional and religious institutions towards ensuring non- violent and peaceful elections.

 

CONCLUSION

We also commend the electorates for their involvement in the process and peaceful conduct before, during and after the election.

BAYELSA STATE

5.     We observed that the election management body was very careful to make available the material sensitive and non- sensitive to the various polling units. The distribution of the election materials were adequately distributed to the various polling and on time.

6.     There was highly impressive of turnout of voters in the election in rural areas and urban areas. But in some area due to many of them who has not collected their permanent voter card to voter sensitization and mobilization in the states.

7.     That the security arrangement was strong, therefore the police, immigration, Army Road Safety, Civil Defence Corps personnel are all committed in this regime.

8.     Yenouga L.G.A, ward 05 polling unit 20 election start 8:30am, the environment was peaceful and the turnout was massively and it was credible no violence of stealing ballot boxes and all the security were available and all the party agent was available.

9.     Our team cover ward 02 unit 01, ward 07 unit 12, ward 05 unit 02, ward 05 unit 12. We also cover Amasoma ward 10 unit 10.

10.      Kolokuma/Opokuma L.G.A, Our team observed in ward 03 unit 03 , the election start 9:00am it was peaceful the turnout was massive, in ward 10 unit 06, we also cover ward 10 unit 08.

11.      Nembe L.G.A, our team observed in ward 03 unit 08, ward 08 unit 25, ward 05 unit 07 ward 03 unit 06, ward 08 unit 08, the election was took place the election 8:30am the turnout was high impressive

12.      Ogbia L.G.A our team observed in ward 11 unit 32, ward 10 unit 09, ward 11 unit 11, ward 08 unit 08, the election was peaceful, free and fair and the security personnel are well on ground we also cover Asabari unit 06.

 

RECOMMENDATION

1.     Priority should be given to the difficult terrains in the state in terms of distribution of election material to ensure quick and timely commencement of lection in such areas.

2.     Political parties should ensure a wide spread presence of their party agents in all the polling units for effective representation during the election.

CONCLUSION

Finally, having taken the entire processes into consideration our group adjudged the election transparent, peaceful and credible.

It met the international acceptable standard of election hence the result should be accepted by all the candidates as it reflects the wishes of the people.

THE REPORT OF 2019 GENERAL ELECTIONS

JIGAWA, KANO AND BAUCHI STATE

 

We are part of the of Civil Society groups duly accredited by Independent National Electoral Commission (INEC) to observe the 2019 general election.

 

Independent National Electoral Commission (INEC) having been empowered by the National Assembly to conduct a free and fair Elections for Nigerian’s, further charged various departments within its organ to strengthen the scope and conduct the much-desired elections that should meet the craving and yeaning of the people of Nigerian, upon our arrival Kano, Kano State Capital on 10th of February, 2019. Jigawa State Capital, Dutse, on the 12th February, 2019. Bauchi, Bauchi State Capital on 13th of February, 2019.  Nigeria Progressive women and youths development initiative, deploy Many members to go round the Kano State, Jigawa State and Bauchi State and observe the process. The Electoral management body, INEC later postponed the election for one week interval from 16th February to 23rd of February & 9thof March 2019. Nigeria Progressive women and youths development initiative maintained a democratic watch over the exercise in this Three States (Kano, Jigawa and Bauchi).

 

Deployment of men and materials

Sensitive nd non sensitive material required for the election well distributed from Central Bank of Nigeria (CBN) to every local government across the state. Nigeria Progressive women and youths development initiativemonitored all the process.

 

OBSERVATION

Jigawa State voting commenced a bit late at Birnin/Kudu LGA Kantoga ward 03, Unit 001 at about 10:30am, there are no challenge observed here, the election was peaceful at this polling unit.

 

Turnout:

The turnout at some places are impressive while turnout is very low at some polling unit, and turning out is high at some polling units.

 

Challenges

One of the major challenges of the election exercise is difficult terrain to the local government areas. Example: Doguwa Local Government Kano State, Giwa Local Government Jigawa State, Birniwa Local Government Jigawa, Gagarawa Local Government Jigawa State, Mizau Local Government Bauchi State, and Bogoro Local Government Bauchi State. A  situation where prospective voters who wish to votes on the election day will have to trek or travel long distances before they can reach their polling unit.

 

It is observed that our democracy is still growing and the electoral process must be made more flexible to accommodate all of shades of persons. The issue of sensitization must continue to be the collective responsibility of all stakeholders in the society, including the traditional rulers, political parties, Governments, the Electoral Management body, clergy & Imam and indeed, the entire citizenry.

 

It is our considered view that the provision of adequate materials should continue.

 

Political parties must take the lead in the area of sensitization as politics is a game of numbers and the candidate with the highest number of votes usually carries the day.

 

Commendation

We commend the INEC for the work well done, we noted that in all the Local Government area visited by our team of monitors, INEC officials were on ground to attend to people wishing to vote. We must also commend the efforts of the Jigawa State Government, Kano State Government and Bauchi State Governemnt at ensuring a seamless election and sensitization of voters to go out and vote for the candidate of their choice. We commend the major role play by all the traditional rulers across the state.We commend the prayer and contribution of Christian Association of Nigeria Jigawa, Kano and Bauchi Branch (CAN), Muslim Council of Nigeria Jigawa, Kano and Bauchi branch during the election. We commend all the security agencies.

Conclusion

Democracy has often been defined as Government of the people, for the people and by the people. The elections is free and fair, peaceful, transparent, and credible at Presidential and Governorship elections in Jigawa, Kano and Bau

 

KASTINA

8.     Ingawa L.G.A ward 15 unit 11 election start 8:45am.
